Organizing the planning effort is the first stage of the mission design process.  OAC's services in this area include developing the guidelines for the planning and organizing process, facilitating the planning sessions, and assisting in the development of reports and related data.

OAC's planning methodology serves as guide through which the mission design process occurs. A good planning methodology should include parameters for developing baseline philosophy, values, core strategies, work plans, critical instructions and tools needed to guide the development of the plan.  OAC's planning methodologies are customized to fit the needs of the organization being assessed.

The process of developing the plan should be carefully discussed so that all those involved know what to expect.  Having an understanding up-front can save time and lower the risk of conflict.  OAC recommends incorporating the following steps into the planning process.  OAC services include advisory approval, guidance, and temporary support in each of the following areas.

Securing executive support in terms of guidance, approval, and resources is critical to the project especially during the planning process.  OAC consultants work with your team:

  • To define and secure the level of support needed;

  • To advise and assist in developing the structure through which communications and involvement occur; and,

  • To assist in gaining management approval at each level.

This portion of the process discusses how to construct the team.  It includes the types of people needed, the roles they will play, and the responsibility each will assume as a part of the process.

This part of the process involves selecting team members based on predetermined criteria.

Developing scenarios gives management more options.  It also allows for comparison between various strategies, which is important when making critical decisions.  OAC's services include advice, counsel, and assistance in the following areas.

This step is necessary to assure that the three or four initial scenarios are adequately compared.  The products associated with this step include definitions for how the mission will be defined, guidelines for incorporating high level strategies, and a determination as to the extent to which primary functions, products and services, and other critical data will be defined.

Scenario Selection - Catalog # PMDE3B

The product associated with this step of the scenario development involves a report discussing the strengths and weaknesses of each scenario.  It may or may not contain recommendations.  It can include a point factoring system to help evaluate results.
